Challenge

CAPDA Consulting, an SME consultancy, needed to submit a tender for the Department of Finance’s People Panel RFT but lacked the internal capacity to manage the bid process due to competing priorities. Without its own dedicated bid management, there was a risk of missed deadlines, quality issues and non-compliance with the tender requirements. To ensure a competitive and professional submission, CAPDA sought expert guidance to lead and coordinate the process efficiently. With limited time and resources, they required a structured, hands-on approach to keep the bid on track and ensure a strong final submission.

Solution

Blue Opal Advisory took full ownership of bid management, coordination and quality control, leading a six-person bid team through a structured process. This included developing risk and action registers, tracking progress and ensuring compliance with RFT requirements. Regular status meetings, clear task assignments and mentorship helped maintain momentum and accountability. By implementing a Proposal Colour Team Review, we ensured a high standard of quality and competitiveness in the final submission while also coaching less experienced staff to strengthen CAPDA’s future bid capability.

Result

CAPDA successfully submitted a compliant, high-quality tender on time, with a well-coordinated and structured process that reduced stress on leadership. Challenge

IOM Australia required a comprehensive strategy to enhance donor engagement and resource mobilization. The goal was to attract, retain, and grow sustainable funding sources aligned with IOM’s global mission. The challenge involved three key objectives: improving stakeholder engagement, increasing the quality and quantity of donor opportunities, and strengthening brand awareness and understanding of IOM’s value proposition. A structured approach was necessary to map the donor landscape, assess potential funding sources, and implement an effective engagement plan. To address this need, IOM Australia engaged Blue Opal Advisory, leveraging their expertise to develop a strategy that ensured alignment with stakeholder expectations while maintaining operational effectiveness.

Solution

The project was executed in three phases, with clearly defined deliverables. The first phase focused on donor landscape mapping through extensive research, engagement with IOM staff globally, and analysis of existing policies. The second phase identified five key donors, assessing their priorities and alignment with IOM’s strategic objectives, alongside developing stakeholder engagement tools such as a communications strategy and centralized event calendar. The third phase finalized the Resource Mobilization Strategy and Donor Engagement Action Plans, incorporating insights from IOM’s global initiatives. Weekly progress meetings ensured accountability, while structured milestones maintained momentum. The strategy was presented and approved by the Chief of Mission and key stakeholders.

Result

IOM Australia now possesses a structured Resource Mobilization Strategy and Donor Engagement Action Plans that align with its Country Office for Partnerships and Advocacy responsibilities. The strategy enhances IOM’s ability to attract and retain funding while actively supporting the organization’s global resource mobilization objectives. By implementing the finalized plans, IOM Australia has improved its capacity to engage stakeholders effectively and secure long-term funding relationships. The Chief of Mission acknowledged the consultancy’s contribution, emphasizing its role in strengthening IOM Australia’s strategic donor engagement framework. These efforts ensure that IOM Australia remains well-positioned to advocate, collaborate, and drive impactful migration solutions with key donor support.
